We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


    I. Background Information


    UNDP – MDG’s Support Unit (MSU) is seeking a Finance Assistant to support HIV/AIDS and Gender Programme in UNDP Indonesia. The Finance Assistant will work closely with Programme Assistant for MSU and Finance Assistants in National AIDS Commission report to Head of MDG Support Unit (MSU) and the Programme Manager for HIV/AIDS, UNDP. Due to high volume of workloads, a temporary assistant for this post is urgently needed, to ensure the effective and timely delivery of the programmes.


    II. Objectives of Assignment


    Assist project office with Government and all implementing partners in financial management duties with the specific result to help partners produce accountable financial reports for submission to UNDP, as well as ensure that the supporting documents are complete.


    III. Scope of work  Expected Results/Deliverables/Final Products Expected


    Scope of work: (must include monitoring and progress controls, including reporting requirements,  periodicity, format and deadlines).



    • Provide assistance to the HIV and Gender project, to ensure that all financial transactions by Implementing Partners.
    • Provide assistance to ensure that all procurement of goods and services are in line with the provisions of the Operational Manual, are transparent and well documented.
    • Provides oversights to all financial records for the Indonesian Partnership Fund for HIV and AIDS Programme and Gender, including institutionalizing a sustainable system for record maintenance.
    • Give advices on managing payments using ATLAS system, ensuring timely, accurate computation and completeness of supporting documentation on the basis of appropriate authorization.
    • Assists on administration of local payrolls for staff under the programme.
    • Assists staff, experts and consultants on aspects of allowances, salary advances, travel claims and other financial matters, such as calculation of DSA & others.
    • Assists in the reconciliation of inter-office vouchers with UNDP on a regular basis and oversees bank reconciliation if necessary.
    • Participates if monitor, review and analysis the detail expenditures and projections as required.
    • Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions as required.
    • Provides training on financial management to project support unit and government staff if required.
    • Performs other duties ar required by supervisor.

    • Local staff with solid understanding on Accounting Principles, Audit and Procurement Procedures

    Education:



    • Minimum University degree in Accounting

    Experience:



    • Minimum 5 years of increasingly responsible experience in finance & audit
    • Familiar with UNDP finance, HR & Procurement rules & regulations
    • Working knowledge of IT applications, such as MS Word, Excel and Internet
    • Strong motivation and good team player

    Language Requirements:



    • Proficiency in English and Bahasa language, spoken and written.
